July 8, under a heading of Authorized Representative of President of Russian Federation in Siberian Federal District, Anatoly Kvashnin, a seminar-meeting “A construction of the objects of renewable sources of power at the subjects of SFO” on which the perspectives of a construction of the objects of the renewable sources of power at the regions of Siberia were discussed, has been held.
With a seminar-meeting, Deputy of Authorized Representative of President of RF in Siberian Federal District, Vladimir Psaryov, Deputy of Authorized Representative, Magomed Khandaev, the Experts of “Siberian Power Association”, the heads of the authorities of a number of the subjects of District Federation, the representatives of JSC “RusGydro”, Siberian subsidiary of ZAO “APBE”, the generating companies of Siberia, the research and designing organizations of power branch have taken part.
An Adviser of General director on Diversification of Business of NPO “ELSIB” OAO, Yevgeny Lisitsin, spoke with a report on a subject “The offers of NPO “ELSIB” on a realization of the projects of a construction, supply and manufacturing of necessary equipment for the objects of hydropower branch”.
With the seminar, the questions of interaction of the authorities of the subjects of District Federation with the companies-investors in a field of co-financing of the projects, permission for land sites, agreement arrangement were discussed. In a course of the meeting, it was noted that for effective realization of the concrete projects, it is necessary to have a complex approach. An allocation of the objects of small power industry is needed to plan taking into account the forecasts of a development of a territory.
By the results of the meeting, a number of the resolutions was adopted. So, by the authorities of Altai Republic, Buryatia, Altai and Krasnoyarsk krai, jointly with the potential investors and project organizations, a list of first-order objects on a base of renewable sources of power will be prepared. It will be necessary to actualize the regional programs of small hydropower industry provided an appropriate financing within the regional budgets.
“To develop the objects of hydropower generation is needed taking into account a minimum influence on environment that not to do harm for nature”, - Anatoly Kvashnin emphasized especially.
It would be noted that NPO “ELSIB” OAO takes part actively in a development of small power industry of Altai Republic. We shall take part in tenders for a production of the generators for the needs of HPP Chibit and cascade of HPPs on the river Multa.
